Why no one can actually promise this

Google's ranking algorithm isn't something any outside vendor controls. It weighs your competitors, the searcher's location, the exact wording and intent of their search, the device they're using, and constant algorithm changes that shift week to week. A vendor who "guarantees" a position is either promising something outside their control or quietly narrowing the promise later — a specific search term nobody actually uses, a location with no real competition, a ranking that lasts one week. None of that helps your business.
